DESCRIPTION:Click Here: NEW COURSE MATERIALS \nWHO SHOULD ATTEND: \nThis course is intended for intermediate stationary source permit engineers and inspectors. \nLEARNING OBJECTIVES: \nCompleting this course will gain a basic understanding of the general information associated with compliance assurance monitoring. Attendees will be able to perform regulatory reviews involving the following elements of CAM: \n\nEffect of Title V\nBackground of CAM\nPart 64 applicability\nException\nCAM monitoring design criteria\nSource\, district\, and EPA Roles\nQuality Improvement plan\n\nCOURSE DESCRIPTION: \nOn October 22\, 1997\, EPA promulgated the CAM rule\, 40 CFR part 64\, which addresses monitoring for certain emission units at major sources. The CAM rule\, which applies only to emission units with active control devices whose potential pre-control device emissions are at or above the major source thresholds\, requires the title V permit for these sources to contain monitoring sufficient to give a reasonable assurance of compliance with requirements applicable to the source and with all permit terms and conditions over the anticipated range of operation. Thus\, emission units with an approved CAM plan will require sufficient monitoring to satisfy the periodic monitoring requirement under title V and part 70. \nThe CAM rule generally will not require implementation of its requirements for most units subject to CAM until the first round of title V permit renewals\, which will generally be 5 years after initial permit issuance. Therefore\, until emission units become subject to the requirements of part 64\, the initial title V permit for major sources with units subject to Federal or SIP regulations will need to include periodic monitoring for these CAM units. \nCAM concepts like background\, 40 CFR part 64 (CAM) applicability\, who will be affected by CAM\, who is exempt from CAM\, CAM timing\, monitoring design criteria\, frequency of monitoring\, source\, District & EPA roles in evaluating CAM plans\, quality improvement plans will be discussed in this course. \nCOURSE DELIVERY: This is a virtual\, instructor-led training course. \nSPACE LIMITATION: Registration is limited to 40 attendees.  Air quality staff from the fifteen western states receive registration preference. \nREGISTRATION FEES: There are no registration fees for state\, local or tribal air quality agency staff. \nTO REGISTER: EPA’s AirKnowledge Website

SUMMARY:Best Available Control Technology (BACT) Determination
DESCRIPTION:WESTAR’s Training Center will host this in-person training course for state\, local and tribal air quality professional staff working\, or planning to work\, in major source permitting. \nBACT is determined on a case-by-case basis\, consisting of the following five steps:\n• Step 1 – Identify each emission unit and all available control options\n• Step 2 – Evaluate the technical feasibility of each control option. Eliminate control options that are not technically feasible based on physical\, chemical\, and engineering principles.\n• Step 3 – Rank remaining control options on the basis of control efficiency\, the top ranked control alternative is the first selection of BACT.\n• Step 4 – Eliminate control options based on evaluation of economic\, environmental and energy impacts.\n• Step 5 – Select the most effective option as BACT. \nThis training will examine the framework for a consistent approach to determining BACT. The emphasis is on the types of data which should be required in a pre-construction permit application and how the data should be used in order to determine BACT\, and the technological question of whether the emission control system proposed in the permit application represents BACT or whether a more stringent level of emission control is appropriate considering available technology and economic\, energy\, and environmental impacts. \nCOURSE MATERIALS: Training course materials will only be available electronically. Attendees will receive an online document sharing link for access to materials. It is the attendee’s responsibility for downloading files and for providing the device or media on which to view materials. WESTAR will provide hard copies only for those needing accommodation. \nSPACE LIMITATION: Registration is limited to 35 attendees. Air quality staff from the fifteen western states receive registration preference. \nREGISTRATION FEES: There are no registration fees for state\, local or tribal air quality agency staff.
